No toll collection at Dongargaon

In a judgment passed here in a PIL
a division bench directed Delhi based toll contractor Oriental Nagpur Bypass
Construction Pvt.Ltd. not to recover toll from vehicles passing through a
particular stretch on National Highway 7 (Nagpur to Hyderabad) section.
Hearing the case a division bench
of Justice Pratap Hardas and Justice ML Tahaliyani ordered the contractor not
to collect toll from vehicles using only the existing 22.015 km stretch on the
National Highway starting from milestone 14.58 Km and ending at 36.600 Km.
The court thereby upheld petitions
by Butibori Manufacturers' Association, Nagpur Truckers' Unity and two others
as well as a PIL against a notification of 5 December 2008 under the agreement
issued by National Highways Authority of India (NHAI). The petitioners had
challenged location of a second integrated toll plaza between milestones 14.585
Km to 36.600 Km on the National Highway and the court has held the same as
arbitrary and irrational. Doing so the court accepted the argument of the
petitioner that this contract for maintenance of this stretch of the Highway
was not mentioned in the advertisement issued for the contract for construction
of the 95.063 Km long bypass to connect National Highway No. 7 from Khwasa in
Madhya Pradesh to inter-section at milestone 14.58 Km on the highway.
The bench observed that if so
advised, the contractor may shift the toll plaza from the present site at
Dongargaon to some other suitable strategic place. The court has also stated
that if so advised, the NHAI may invite separate tenders for maintenance of
this stretch of the Highway.
Senior advocate MG Bhangde with
advocates RM Bhangde, Anand Jaiswal and Ambarish Joshi appeared for the

NAGPUR: Work on Nagpur metro
railway is likely to begin next year if everything goes as per
schedule. Delhi Metro Rail Corporation(DMRC) has told Nagpur
Improvement Trust(NIT) that it will submit the detailed project report (DPR) in
September.
NIT chairman Pravin
Darade said DMRC had completed the surveys and was now preparing the
report. "Once we get the report, we will send it to state and central
governments for approval. Then we will start the tender process," he said.
Darade added that NIT had signed
the agreement for preparing the DPR with DMRC in February and given it a target
to do the job in eight months. "DMRC has assured us that it will meet
deadline," he said.
The DMRC had conducted five type
of surveys junction, screen line, outer cordon, parking and door-to-door
surveys.
The junction survey was done at
prominent squares and traffic junctions. The screen line survey was done at
railway over bridges (ROBs), flyovers, railway under bridges (RUBs), nullah
crossings, etc. In the outer cordon survey DMRC agents studied the traffic
movement in areas near municipal limits. Availability of parking spaces was
noted down and the agents went to many residences at random and asked them
about their vehicular movement patterns.TOI
Reliance synchronizes 300MW unit
at Butibori plant
NAGPUR: One of the units
at Reliance Power Limited's thermal power project at Butibori was
synchronized with the grid on Tuesday. Synchronization of a power plant is
similar to trial runs before starting full-fledged operations.
Reliance, which has formed a
separate company, Vidarbha Industries Power Limited ( VIPL), for the project is
coming up with a 600MW power plant, having 2 units of 300MW each at Butibori. A
press release issued by the company says that the synchronization will take
total generation capacity of Reliance Power to 1,540MW. The unit which was
synchronized within a period 21 months has come up at a cost of over Rs 3,600
crore. The project spread over 275 acres is dubbed as one of the most compact
power plants.
The power generated through this
plant will mainly be supplied to industrial units and distribution companies of
the state. The second unit of the plant is expected to be ready by the end of
the year, said the press release.
The unit synchronized on Tuesday
is expected to be fully operational soon, said an official of the company.
However, as far as supply to industrial units in the region is concerned, not
much demand has been generated in Butibori industrial estate, said president of
Butibori Manufacturers Association ( BMA) Hemant Ambaselkar.TOI
Mihan rehab by Dec, says Darade:
NAGPUR: Pravin Darade, joint
managing director of MADC, has assured that rehabilitation of Mihan project
affected persons (PAPs) would be completed by December.
"We have sanctioned Rs 64.6
crore for providing civic amenities in the PAP village in Chinchbhuvan. The
contract will be awarded soon and the work will begin after rains. The
villagers can be shifted even now but land award for the village has to be
passed. Once this is done, the village will be registered as a gaothan in
government records. We are confident of shifting the villagers by year
end," Darade, who is also chairman of Nagpur Improvement Trust (NIT),
said.
The residents of Telhara,
Dahegaon, Kalkuhi and Khapri (part) will be shifted to Chinchbhuvan. MADC, in
the board meeting decided to use Rs 181 crore for land acquisition in 2012-13.
Rs 194 crore was sanctioned in 2011-12 but only Rs 13 crore was used and rest
has been carried forward.
MADC also awarded the contract for
constructing the taxiway linking Boeing MRO and runway to M/s BBA
Infrastructure Ltd. The estimate was Rs 67.6 crore but the contractor has
agreed to do it for Rs 57.6 crore (25% below), Darade said.
Mihan land muddle hampering IAF
plans for airbase
NAGPUR: Uncertainty over the Mihan
project seems to have finally put paid to any Indian Air Force (IAF) plans for
the city airbase.
IAF was operating a transport base
with Russian-made IL-76 aircraft here, but the squadron was shifted last year
to the northern sector. Since the land here remains under IAF, it planned to
position another transport fleet here, with a probability of the C-130s
acquired from US or the airborne warning and control system (AWACS) mounted on
IL-76s being brought here.
However, as confusion over land
swap with Maharashtra Airport Development Company (MADC), which is developing
Mihan, continues, IAF has now shelved its plans to use the airbase here. There
are no plans for the Sonegaon airbase for at least the next year or may be
more, say sources in the IAF.
As per a decade old proposal, MADC
is supposed to take over the 268 hectares land now held by IAF to set up the
Mihan project. In turn, the IAF base will be relocated to a bigger tract of 400
hectares nearby. MADC wants the land as it is contiguous and closer to the
existing airport. However, the modalities have not been finalized yet. IAF had
agreed to shift if MADC built a runway for it at the new site.
Since it has not been decided
where exactly IAF will be finally located, the plans to replace the station
with new squadrons have been shelved. If a full-fledged transport squadron of
C-130s or AWACS arrives here, a considerable infrastructure will also have to
be set up. These include maintenance facilities and other ground duty
equipment. With uncertainty over the location, IAF does not want to take any
chances. Apart from C-130s or AWACS, a proposal to have a helicopter base was
also being considered, said the IAF source.
The officer said as far as the
existing airstrip is concerned it is good enough for IAF, so are the other
facilities available at the civilian airport. Moreover, Nagpur has its own
locational advantage for a strategic base.
If IAF shifts to a new site it
will need a runway close by, which is again in doldrums due to doubts over land
acquisition by MADC.
Earlier, IAF had drawn up plans
for the Nagpur base. Residential quarters were built at the Headquarters
Maintenance Command for new officers being posted at Sonegaon. However, a
decision on placing a squadron will only depend on clarity over possession of
land, said a senior officer posted here.
The land swap between IAF and MADC
is a complex and long drawn out affair, involving the state government, union
ministry of civil aviation and ministry of defence. There have been a series of
meetings, with a couple of them held recently, which ended without any concrete
decisions.
Even if the IAF agrees to give up
its land, Airports Authority of India (AAI) has claimed lease rent of over Rs
400 crore from 116 hectares land with the IAF now. It contends that the land
was leased to IAF from 1987 to 1994, for which the rent is due and interest is
accruing. MADC may not get the land till this issue is settled, even though the
land will finally go to Mihan India Limited (MIL), a joint venture between MADC
and AAI.

lakh an acre, equivalent to what MADC itself charges the investors buying land
in Mihan-SEZ.
Project affected persons of
Mihan-SEZ stalled the work on building the taxiway leading into Boeing's MRO in
the city, as they demanded a better compensation package and early
resettlement. Maharashtra Airport Development Company (MADC), is developing a
2.34 km taxiway leading to MRO from airport, spending aroud Rs 80 crore for
creating a facility.

TCS Nagpur campus work begins in
MIHAN

Mahindra Life Space Development
enters Nagpur
The real estate and infrastructure
development arm of the Mahindra Life Space Development has announced their
branch in Nagpur.
This project is spread across
25.25 acres of land, and it is in the residential zone of 4,354 hectare Mihan
(multi-modal international cargo hub and airport, Nagpur). Mahindra Life Spaces
will also offer one, two and three BHK flats, besides row houses and duplex
homes.

Mihan PAPs compensation formula
may change
NAGPUR: Chief minister Prithviraj
Chavan has shown willingness to change the compensation formula for project
affected persons (PAPs) of Mihan owing to their inability to pay charges for
developed land.
Raising the issue in state
assembly on Friday, south-west Nagpur MLA Devendra Fadnavis pointed out that
many farmers who were given award money at low rates do not have the money to
pay charges for 12.5% developed land.
As per the compensation package,
an affected farmer gets award money as per government rates. The award rates
were very low in the beginning. In addition the farmer can get extra money for
his land or developed land whose area is 12.5% of his land holding. However,
the farmer has to pay charges for this developed land.
Fadnavis demanded that the farmers
should be allowed to surrender a part of their land for complete waiver of
development charges. "Many farmers had got very little award money and
that too years ago. Now they do not have the money to pay development charges
for 12.5% land. They are ready to surrender say two acres out of total five acres
and get developed land in proportion to the three acres provided they do not
have to pay development charges."
Chavan said that while this
adjustment was not possible for all farmers, it would be considered for those
whose award rates were on the lower side. The CM also assured to convene a
meeting on Mihan within a month to solve various problems dogging it.
